Well nothing was shown but yes Toshi ji said that Shagun left Manoj to become the care taker of Pihu and obviously (as I believe) to gain from Raman's income

Shaggy ke kismat Mai phir say suhagan banna nahi hai ... Chill guys after giving almost wedding , we will be saved ! But until then it's a bumpy ride.

Yes should have married him and she could still look after Pihu as a friends child. Raman should have raised Pihu on his own and then his anger was more justified , the bond would have been more stronger . Shagun could have played a positive role as a supportive friend .
