how do a new director get to direct films?? do they need to be from filmy background to do it?
and do they need to attend filmmaking schools to get work?

I think formal training always help to build contacts and also you are not clueless about the workflow of shoots on set if you are taught how it works in a school. But I don't think all directors working are from a filmy background or have attended filmmaking schools. Usually the newbies who direct are the ones who slog and work for years as assistant directors to well known directors.Even there you begin being the third AD taking care of extras and slowly with responsibility, the position increases.Newbie directors also spend a lot of time writing their own stories/scripts and sending it to production houses. If these houses pick up your story, you might get to direct a film without being an AD, provided you have ample amount of knowledge/capabilities on how to direct.
