I live in the US so I know a lot about Hollywood and The Rock is definitely not considered A-List. He has done a lot of really stupid, cringe worthy, childish movies like the Tooth Fairy. He's more likely to be a C-Lister. Some of the Hollywood A-Listers are Leo, Johnny Depp and Bradley Cooper.

I live in Canada so I definitely know what I'm talking about. You're talking about old things, I'm talking about now. He's not critically acclaimed or anything but when it comes to box office he's the biggest. Definitely not a c-lister. He's hugely popular. For this genre of movies it doesnt get much bigger than the Rock and Zac Efron. It's a huge project.
