Why was Anupam Kher awarded the Padma Bhushan?

Anupam Kher has managed to stay relevant and has been a successful supporting actor for decades, so I can understand him winning, say, the Padma Shree, like many other character actors. But what has he achieved to deserve the Padma Bhushan?

Barring a couple of films, his work was not exactly path-breaking. Most of his films have him playing the typical Dad roles.

Have you watched Saaransh... Defines him as a complete actor?
He maybe a douche bag in real life but he is a good actor for sure...

Yes, I have watched Saaransh and I agree it is a brilliant film. However, as I said, very few of his roles were path-breaking and most of his roles are typical Dad roles. He did deserve a Padma Shree but, imo, not a Padhma Bhushan.

There are various other actors who are as good as him, who don't get much recognition at all. I guess it is about lobbying.
