A little correction after seeing the episode again -Sanskaar did want to catch the culprit, but the duo (Urvashi-Kaviya outsmarted him this time. Well they have to as serial abhi chalni hai mere dost and we too need a lot of Swara-Sanskaar 😉)

Whoever steals the necklace would have been the culprit. The choice were two Urvashi-Kavita. But it failed and the fake necklace was also left behind. Let's see how it clears in upcoming episodes.
