No, but it is badly managed. And BB tried hard to twist the rules and situations accordingly to what they think is correct.

No, its just the rumours, critics and fan base at the beginning that the contastants are being to gather at the start of the show(BB9 winner reference) or at a critical point(for example BB8 winner reference) along the show that determines it...

Plus the most a person can relate to(Sonali, Rimi, etc...) the more their length of stay is guaranteed...

On addition to the confidence the audience shows to their favourites that they forget to vote about them... it also ensures that shocking eviction keeps happening(Aman or Sonali or even Keith/Priya)
