Somewhere read that after Ram broke the shiv dhanush, King Janak invites King Dasharath and his family to Mithila. Then, on Guru Vashisht's advice, it was proposed get married the other three princes with Sita's three sisters and it was agreed upon.

It happened on the advice of guru vashisth and vishwamitra once Dasrath and his family reaches Mithila post Sita's swayamvar

I Think its Lord Shree Ram's opinion to get his brothers married to siblings of Sita
He then expressed his opinion to Maharshi Vishwamitra who has taken this proposal to Maharaj Janak
Ram didn't want to get married alone as he was born and brought up along with his brothers
Janak was overwhelmed with this proposal and later sent a note to seek maharaj Dasharad's permission
How ever there are may versions of Ramayana base is taken from Valmiki ramayana
many follow Tulsi Das Ram Charita Manas
