I guess you are right maybe after this threat he will get busy in finding out whose behind all this n somehow saint shagun will be involved which will add to ishita's insecurities n then she may get the cd

Well, Kri, I would say Raman was neither a villain nor a victim. He was just acting human. I really don't think anything else was on his mind as to whether what ishita and his family would think if they saw him and shagun in such a state. He just wanted to save shagun from the extreme cold. But again for a Ishra fan, too hard to digest them being so intimate...
The interesting thing to watch out for would be whether he is going to hide this incident or tell the truth to ishita. If he tells the entire incident to Ishita, that would be so straightforward and big big dhakka to Ashok. But I doubt if CV's would do that... For the sake of TRP's atleast, I don't think Raman would be telling about the incident to Ishita himself before she gets to see the CD...
But from the recent trip where Raman spoke to Shagun in the bus, Ishita was shown as slightly uncomfortable with Raman-Shagun friendship... Approving for surrogacy without her consent is a grave mistake committed by Raman which I don't think any woman can bear it. But as I said in another post , this man is not in his senses to differentiate right and wrong.

To top it all, if the surrogate mother happens to be shagun, then there might be more sharam scenes shown, like Raman taking care of Shagun for the sake of the child, Ishita being a witness to these things without knowing about the surrogacy, it will add up to her insecurities. And then, Ishita getting to know about the surrogacy, about shagun being the surrogate mother and then this CD might be the final nail in the coffin that would make Ishita to have a major breakdown. I somehow foresee a major breakdown from Ishita's side. She seems to be strong outside but completely broken inside. So there would be and should be a breakdown from her side. She can't handle everything so positively, and watching all these, still continue to remain the same... No human ever on earth can be like that. If they show that way, it would be utter foolishness for me with YHM also joining the other bunch of fiction shows, where heroine is a god in the form of a super woman who has descended on earth. Of course her trust in Raman need not be broken, but as a woman, as a wife, she should definitely be hurt and has to break down atleast now... That is my view point.

I am not sure if Dr.Manoj will also get to see the CD. He looks like over possessed with Shagun. If he gets to know, this might be the base for Manoj turning against Raman and he may use this surrogacy to create a rift and major misunderstanding between Ishra...

With so many negative people and circumstances, I don't feel the need for Shagun to turn negative and add fuel to the fire. (Though she might unknowingly do that in the name of helping Raman have a kid for Ishra. 😊😊). Just my vague and random thoughts.

As you say, everything is up to the CV's now... The plot is crucial and interesting, as it stands the true test and proof for Ishra's beautiful relationship. I just pray that CVs handle the plot with extreme care, maturity and sensibility, which also happens to be the wish of all the ardent Ishra fans. Despite all these, I am still positive and hopeful...
