where do you want to block it..... on a single PC or on an entire network.

If its a PC then its fairly simple. but beware this will involve editing your HOSTS File.

1. Open Notepad. Click on Start | Run | type 'notepad'
2. Open the HOSTS File. To do so select File | Open
In the dialog box that opens in the File Name box type
%WINDIR%\SYSTEM32\DRIVERS\ETC\hosts

A clean hosts file should look like this.

# Copyright (c) 1993-1999 Microsoft Corp.
#
# This is a sample HOSTS file used by Microsoft TCP/IP for Windows.
#
# This file contains the mappings of IP addresses to host names. Each
# entry should be kept on an individual line. The IP address should
# be placed in the first column followed by the corresponding host name.
# The IP address and the host name should be separated by at least one
# space.
#
# Additionally, comments (such as these) may be inserted on individual
# lines or following the machine name denoted by a '#' symbol.
#
# For example:
#
# 102.54.94.97   ; rhino.acme.com &nb sp; # source server
# 38.25.63.10 x.acme.com &n bsp; # x client host

127.0.0.1 localhost

At the end of the file. press enter to start a new line.
TYPE

127.0.0.1 orkut.com

so your new HOSTS File would look like this.

127.0.0.1 localhost
127.0.0.1 orkut.com

3. Save the file by going to File | Save

Thatz it you're done.

If you want to block an entire network from accessing the site directly you can block it depending upon how your network access the internet. I'll need more info if I'm to help you on that.

However please note that there are methods available to bypass these techniques (and some of them are fairly easy, I must add)

Anyways hope that helped.
