MUMBAI: In a bid to save time in cyber crime investigations, the police are creating a database of all the Internet Protocol (IP) addresses across the city, which will help in detecting the details of an Internet user in a few minutes.

"We have written to all the Internet Service Providers (ISPs) operating in the city to provide us with the IP addresses of their subscribers," deputy commissioner of police (preventive) Sanjay Mohite said.

Each internet terminal has a distinct ISP address, which has the physical address of each of the IP addresses serviced by them, he said.

The police department has written to all the 10 operational ISPs in the city and so far six have furnished details in a CD containing all the IP addresses of their customers, he added.

"Earlier, investigations had to be delayed as the police had to write to the ISP asking for information and then the latter used to revert back. It took almost a week, but now we can find the physical address of the offender within minutes," Mohite said.

If an e-mail threat is sent to a person or if a fraudulent financial transaction is made online, the police can detect the physical address of the computer from where the activity took place in minutes using the database, Mohite said.

The police did not face problems in convincing the ISPs to provide them with the IP addresses as the address is not private and can be shared.

Thanx a ton for the article. I too just read it in the times of india. But if we apply a little thought to it, we will realise how futile the efforts of the police are....

Even in now the bulk of the internet users are on dynamic IP addresses. only a miniscule percentage of the users opt for a static IP address whose details may be readily available with the ISP. so a CD containing the IP Address details of the customer will be futile as everytime a user switches off his modem / router and switches it back on he'll be assigned a new IP address. In that case the CD that they use will be outdated even before it reaches the DCP (Crime Prevention's) office.

They will still need to verify from the ISP as to which username that particular IP address was asssigned at that particular time. Then ofcourse they could look up the username in their CD, and quickly find the address of the username they find.

This goes on to show the state of apathy of the Police Force. And while we are speaking of the police force isn't it the work of the Cyber Crime Department to investigate crimes of this nature, rather than the Crime Prevention Department. so it should be the Cyber Crime Cell that should be liasoning with the ISPs rather than the CPD.
