is ASP Sandhya the only person in PS??

Hi guys,

Upon seeing tomorrow's precap,
Suraj goes to ASP Sandhya's cabin and asks to file a case.

I believe that Sandhya is at the top position in the Police Station. There would be only one ASP (Lets say 2, as Zakir also joined as an ASP in Pushkar).
Now if anyone wants to file a case, why would someone go directly to ASP. Don't you think the case should be filed by some of the lower positioned person in PS?

Or is Suraj deliberately wants to meet Sandhya and went straight to her cabin 😛😉😉
