When Dev got chairmanship, Rajnath shouted in his room that he should have allowed Shaurya to kill Dev and rather regretted why Shaurya didn't kill him earlier.

He claims to be frustrated by both Sakshi and Shaurya but actually condones what they do. Rather benefits from their actions.
