Simply put whenever he does something bad or negative, he ALWAYS gets punished for it and has to pay for it. And moreover, not pardoned by the HMs for the longest time.

When other HMs do anything negative...they convenietly get away with it. Every time. The issue forgotten and forgiven the very next day.
