Indian Law Question: Can law NOT punish someone??

I mean in a hit and run accident, won't the police bring to books the one who caused the accident..or just because the victim take back the case they will let the culprit go free??

What about that rapist param ..he roams the street ...no court hearing nothing??? .

I don't like it when daily serials watched by the vast majority of common people show such crimes being covered or not taken seriously ...It's quite ridiculous ...and misleading to the public ...

In foreign serials ..they always show the law as the highest authority ..and the perpetrator being given the harshest punishment ...For common people who acquaint themselves with various laws via media and not through legal education ..it seems appropriate for media to show severe punishment and not such callous treatment of crimes ...esp ones of a sexual nature like param's.

I don't know why i'm still following this serial (stopped watching ..only reading ..partly due to time constraints and partly due to the current track) ..but still somehow IshRa stuck to me as a sweet couple ..and their scenes when they were stuck in the house alone, sonali kotnis talk all that gave me such a "feel-good" feeling about them that I don't want to let go just yet ...not sure how long this will last tho if they continue this bakwaas!
