1I donno but I have a feelings this guy came to take revenge from rudra for BSD related issue.. rudras old enemy .. may be rudra and this stalker was good friend but later rudra became great officer he couldn't so came back to take revenge and paro is rudras weakness so hurting her.. just like some old enemy I have a feelings ..
