here is my theory

f this guy is a business man from jaipur who has promised to fund samrat's B plan or somethng

and he comes to chandagadh to see the viability and scope

it is a huge plan BTW and samrat is highly nervous and obvious offers to accommodate him at ranwats i dont think there is any hotels in chandangardh
