OMG I just figured out what this meant
When Paro told Rudra that her voice goes guchad muchad when he is near, Rudra told her to develop a habit to stay quiet.
Initially I was like - what the, is he saying she talks too much ?
Then I realized he meant he is going to be close to her ALOT, so she might as well get into the habit of staying quiet.
