I think it was acting done by those father son in jail to each a lesson to Rathan Singh so he doesn't take Mannu and Keep mannu with Jagdish and Ganga so they give him a good education.
I think Sanchi must have paid those jailer to do the acting. She is trying to pay Ganga back for the bad things she has done to her so this is the way to say sorry to her.
