Shiva desires for something much more stronger and that is given a hundred percent... Not just compromising ki chalo ye nahin mila to wahi sahi. He wants her to love him and love the life she lives with him. He is everything or nothing kind of guy.
But she is not at that stage yet. She cant see his mind. She doesn’t understand his unspoken feelings. His depth. She wants the family at this point. She can see her people (dhara) needing her and she is gonna do everything in her power to help. She cant see him like that.
So there is this imbalance where he is too much into her and she is not...

He respects Dhara, and knows his place in her life. That day when Dhara was walking away from him, it was as though he was longing for the return of a best friend. However, that day when Raavi was walking away from him... there was a spectrum of emotions running in his eyes. Anger that they could never be anything more than dushmans in this lifetime, melancholic knowing that someday she might find the smile on her face again (even if it's not with him), pride that she took a stand for herself finally... a stand she hadn't taken when she was abandoned at the mandap.
His eyes have always followed her... he is Raavi's greatest dushman... but also her greatest well-wisher (sacrificing his own happiness for hers)...
