Maybe none of them are naag naagin... huzoor was a blue light figure when first shown right? And then she adopted Bela's old form Ruhi...and hukum is in hoods still...so maybe the naagin form came with Ruhi form...maybe like boggarts in Harry potter they take other people or things forms...their own form maybe something weird or ugly if u consider those nails of hukum...
