What exactly held Rudra back?

What exactly prevented Rudra from getting his revenge all these years? Why didn't he just torture Amar before killing him like Shivaangi did with not much difficulty. Why did he need the police to punish Amar when he could have done that himself. If he had trouble finding the right opportunity then i guess it could have been fixed by entering the house as a worker which would have allowed him to keep an eye on his target and then kill Amar I hope the CVS show that because Rudra's revenge is very baffling and not well explained plus its hard to digest that he's taking revenge just because the vamps shielded Amar from him, there just has to be another reason. Also I hope he kills some of the vamps along with Shivaangi. Also what I don't understand is why does Shivaangi have to marry Rocky to get her revenge after turning into a naagin? That just doesn't make sense since she can enter the house anyways without being his wife. Even in season 1 what prevented Shivanya from getting her revenge without marrying Rithik? Why are the naags and naagins here taking a long detour when they could have done things smoothly.

I think Like the new TB article on Rudra says that There is mmuch more we gotta to see about Rudra's character , So it will get revealed slowly . So Let's wait for his Character to get revealed more , & with that U might also get ur answers as well.
