Question : why Shree Krishna is called "The complete" or "Ishwara"
Answer :
1) Written by Rupa Goswami who collected evidence from Padma Puran (where Bhagwan Shiv describes Shree Krishna's completeness to Goddess Parvati), Brahma Puran (where Bhagwan Brahma describes the same) and so many other scriptures like Bhagavad Puran; Harivans; shastra, Vedas and the other puranas.
2) Ishwara has 64 qualities. Out of them
50 present in - Bhagwan Brahma
55 present in - Bhagwan Shiv
60 present in - Bhagwan Narayana
and 64 present in Shree Krishna... that is why Shree Krishna has Vishwaroopa and He is Ishwar... Shree Krishna's Vishwaroop is not worshiped by us because we don't have that much ability to hold that "roopa" within out senses. Arjun had been given special eye to see that "roopa"
3) That is why Shree Krishna is worshiped through Gopala or RadheKrishna or Hari Narayana or SitaRama. These four forms are the representative of Shree Krishna's vishwaroopa.
4) Right now I am writing the first 50 qualities of Shree Krishna also present in Brahma, Narayan, Shiva and in the other Gods and Goddesses... there are more 10 qualities of Shree Krishna which are present partially only in Bhagwan Brahma and Bhagwan Shiv. Other Gods don't have them. And 4 more qualities which only Shree Krishna possesses... no other God or Goddess posses those special 4 qualities which make Shree Krishna Ishwar...
5) One more thing... there is no difference between Brahma-Saraswati, Laxmi-Narayan and Shiv-Parvati... so if I am saying that the qualities of Shree Krishna are present in Purush; means they are present in Prakriti also...

(47) all-worshipable;
(48) all-opulent;
(49) all-honorable;
(50) the supreme controller.
