Who was the King of Hastinapur during the time the heirs were not eligible to rule? I haven't read about that anywhere as yet. Could someone please answer this question?

I think Bheesma was acting as a regent on their behalf...

Bhishma ruled as prince regent while the boys grew up, and then Pandu became King due to Dhritarastra's disability.

dhritarashta is the eldest while pandu is youngest. since dhritarashtra was disable there was opposition for his becoming king. pandu did not want his bro to be disappointed so immediately as ascending throne he went to fight with other kingdoms when he came back he brought a curse that he cant have sexual relationship with his wives. if he did so he will die.

while they were boys bheesma ruled in their place. only after the entry of saguni he was sidelined by dhritarshtra
