No. I think he's half Maharashtrian and half Sindhi. I am guessing this because he said in an interview he is partly Maharashtrian and he lives in Sind Society. I'm assuming only Sindhis can buy a place in that Society. Since his surname name is Laghate, which is a Maharashtrian name, his father could be Maharashtrian and mother Sindhi.

No, his original surname is Laghate but he has taken Samthaan to be his screen surname.
