I am not an expert on wills, but as far as I know there is no compulsory registration requirements for wills under the Registration Act. However, registration is legal evidence that the testator and executor had appeared before the registrar and the latter had attested the same after ascertaining the identity of the testator.

Once registered, the will is placed in the safe custody of the Registrar and is released only to the testator himself or, after his death, to an authorized person who produces the death certificate.

Probably Shyam is trying to get the will registered so avoid any subsequent challenges but for that I think ASR will have to appear before the Registrar. That's why probably he's kept alive till now.
