Having multiple passports is a crime...so he is partly criminal...but why does he have them? for what purpose? it could not be for taking revenge? those passports hardly seem relevant here except to get caught...is he (gulp) a secret agent as someone jokingly suggested..that is the only way it could be non-criminal!!! how did he earn money...did he become a con man like you suggested? While i generallly dont like my hero to be criminal, maybe it will be intriguing. i hope cvs dont mess it up and have amnesia abt the passsports!
