Should IF restrict newbies?

Such rules r already there and that rikara best couple post ive reported its been a day still no action has been taken...mods r not always available right they have their other issues also to handle...

So that im saying newbies should earn it first by taking part in discussions rather than creating a new topic...and u can restrict that with some few lines of codes but its hard to restrict what content a user is gonna post or to have a check on MIDs
