I think it is Tej's son and when Jahnavi got to know about this child she brought him home which did not go well with Tej causing the problems

Maybe Tej is disinterested in Rudra but atleast he doesn't hate him, he had brought superman for Rudra and also sometimes when he is in a good mood, he smiles at Rudra
