Yes they were first cousins... it is mentioned elsewhere also, when Nanda meets Vasudeva after paying his taxes (at that time Putana was in Gokul)... I'll search for it.
Meanwhile, in the ACK BHanumati, BHanumati, Krishna's granddaughter, marries Sahadev, who is like her grandfather!!! How is this possible? Experts?!

What was the relationship between Nand and Vasudev!?

Were they Friends or Relatives??

A friend of mine says they were relatives 🤔but how!?

You find Vasudev addressing Nand 'Brother' in Srimadbhagavatam but it was mentioned there that they were good friends.

Reason : All the creatures living in this universe are the children of divine.
Spiritual texts stress the same.

Rig Veda 10-13-1 addresses the entire humanity as divine children.Shrunvantu vishwe amrutsya putraha.

Rig Veda 5-60-5 the divine declares "All men are brothers;no one is big,no one is small. All are equal."

Rig Veda 10-191-2 calls upon humanity to be united to have a common speech and a common mind.

Yajur Veda 16.15 reiterates that all men are brothers;no one is superior or inferior.

Yajur Veda 3-30-6 commands humankind to dine together, and be as firmly united as the spokes attached to the hub of a chariot wheel.

Bhagvad Gita, the essence of Vedas and Upanishads, has many Shlokas that echo the Vedic doctrine of one-ness of humanity. In Sholka number V (29), the Lord declares that He is the friend of all creatures ('Suhridam Sarva Bhutanam') whereas Sholka number IX (29) reiterates that the Lord has the same affection for all creatures, and whosoever remembers the Lord, resides in the Lord, and the Lord resides in him. Sholka number XVIII (61) declares that God resides in every heart (Ishwar sarva bhutanam hrudyeshe Arjun tishthti).

Blood relation is not an obligation to address someone 'Brother'.

Its in one of the slokas of SB indirectly, and in the purports directly.
SB 10.5.20: When Vasudeva heard that Nanda Maharaja, his very dear friend and brother, had come to Mathura and already paid the taxes to Kamsa, he went to Nanda Maharaja's residence.

PURPORT

Vasudeva and Nanda Maharaja were so intimately connected that they lived like brothers. Furthermore, it is learned from the notes of Sripada Madhvacarya thatVasudeva and Nanda Maharaja were stepbrothers. Vasudeva's father, Surasena, married a vaisya girl, and from her Nanda Maharaja was born. Later, Nanda Maharajahimself married a vaisya girl, Yasoda. Therefore his family is celebrated as a vaisya family, and Krishna, identifying Himself as their son, took charge of vaisya activities (krishi-go-rakshya-vanijyam [Bg. 18.44]). Balarama represents plowing the land for agriculture and therefore always carries in His hand a plow, whereas Krishna tends cows and therefore carries a flute in His hand. Thus the two brothers represent krishi-rakshya and go-rakshya.
