A different perspective on why imlie would chose to stay in pd.
1. City represents loss for her, she doesn't think she can gain anything from city anymore, after everything that happened in her life for 2 years.
2. When she went there, she was in need of emotional - moral support. Basically wanted to cry in her mother's arms for her loss.
3. Why she stayed there?
I think it's because of love for home town and jazba to make it a better place for not only cheeni but all other young girls as well.
They've already shown her working in grassroots fighting social evils in pd.
Societal evils can't be overcome in an year or 5. It takes years of grassroot work and generations of educated members in a family to finally put them to rest.
It would be soo easy to take her family away, and give better lives to cheeni and meethi. But what about other meethis and cheenis of the village? They will fall in same cycle for times immemorial.
She needs a mission daily to drown her sorrow. Loss of her kid and love. And this is what she took up.
4. Finally, let's face it, she wants aru to come back looking for her. And what would be the first place to look for imlie if anyone is searching? Another reason to stay back, because her manzil will find her here.

I think above all, the 4th point is the main reason. If Aryan had ever wanted to find her, he would start from pd, it is the most natural thought for him and therefore, even though subconsciously, Imlie chose pd because she wanted Aryan to come look for her, to come get her.
Dekha jaaye to that town hasn't given her much either. If the city represents loss for her, it is the people of her hometown that remind her of that loss. It is that very place that shoved her down that route too (Adi forced marriage) and looking at it, things haven't gotten better (referring to the mandir fiasco)
It is also, despite the cruelties of the people, her place of comfort since Meethi resides there. When she has nothing left, she will return to the one place that will always have its doors open for her.
Bold: True. Here working at a smaller company she has a say. Being a mere employee in the city she wouldn't have been ale to show the stories she wanted to or even do things for her people. That is why pd makes most sense.
