I wouldnt call Sameer a negative character but that definetly does not mean he is positive. It depends through which POV you watch the show. Personally I find his character to be grey, he was inroduced as strict, khadoos, kanjoos, and a shrewd business man with OCD. (which btw the creatives seem to have forgotten since his hankerchief hasnt seen the light in the past few episodes) A man who would do anything to get his way and win, creatives had shed some light on Sameer's character in the episode Rishi and Sameer had come face to face and Rishi had given examples of how Sameer had obtained some of the properties illegaly in the past, we already know Sameer can do anything to get his way and win so the precap doesnt really come as much of a surprise. I dont really think its out of character for him to threaten Rishi.
