Crossovers is when two or more fandoms actually interact. By the example you gave: if you keep Madhubala as RK's wife in your story and maintain her character in your story the way it is in the show, then we have a crossover. Else, its an original fiction with a familiar face :-)
A reader needs a face to connect with the character you are portraying and they want to put their favorite actor's face on it. It's enthralling, I suppose. There may not be takers for XYZ characters but as soon as you rename XYZ to ABC, you will see a bump in readership. That's how it is :=)
