Why raghav didnt get sahil arrested?

I was expecting. Raghav to get sahil arrested when he heard the truth from his mother.

Police would need proof that Kapoors were responsible for Senior Singhanis's death & the chain of events which followed
Being arrested wouldn't have destroyed Kapoor's peace of mind and neither would it have given Gauri the satisfaction
Gauri wants Kapoors to go thru what she had to endure:desperation,devastation,separation
Paakhi to turn against her parents the way with their actions they made Singhania Sheth & Raghav turn against Gauri
It's not just public humiliation they need to suffer...& suffer they will..they'll be abandonded by their high society 'friends'
The real pain will come when Paakhi turns against them..this is when Kamlamaa's parvarish will kick in
Paakhi will turn agsinst the evil-ie her parents-& do what she can with Daadi's help to aid Raghav-Kalpana

If she had gone to the police they would have required proof
Sahil-Neetu would have convinced the halwaldaar ki Daadi is gaagaa & doesn't know what she is saying
I think Paakhi is thr only one who will be able to dig out any proof which will help to put Kapoors behind the bars & pave the way for Raghav-Kalpana
By doing this she'll prove that Kamlamaas sandkar have rubbed off on to her & she'll be aacepted as Jadhav family's bahu

Gauri eye witness but enuff prove bcs she alredy before mantaly sick n lost memory ...that's why onther need strong evidence

If police arrest him now it's just jail!! Sahib needs to be tortured and put through pain!! He cause a family to be separated!! Jail is not enough!!
