Actually I thought she just made a general statement about she heard from people that drunkards tend to spill put their inners feeling but she has no experience herself because she doesn't drink. I don't think she has was trying to show that she isn't like Tara. To me it came across as her explaining why Tara is behaving the way she is even though Chhavi herself hasn't had that experience.
