Reading ignites various cognitive processes...where we put together vocabulary, recognize words in relation to each other, and outside knowledge which all lead to comprehension of what's being said.It's a good skill to have, so that not all things need to be spelled out for us.Using how the original post was written, putting it together with other replies, and general knowledge of conventional uses for "turn on", one can easily surmise what it means to be "turned on".
