Alu, Suraj doesn't know the final outcome, but he should be able to shed some light on the discoveries that were made when he was part of the comittee, as opposed to what is in currently written in the reports. That's my line of thought, at least.

Manohar heard Adarsh tell Suhasini that he has asked Suraj for a copy of the report. He didn't want that to happen, hence he immediately set Suraj's transfer in motion. He thought that with the transfer, Suraj will be eons away from Adarsh and there was no probability of the two ever come together again. However, he didn't count on the rapport that his son has built with his subordinates, due to which Suraj came to meet Adarsh and say goodbye before leaving. Also, Jaidev sending the report to Adarsh was pure karma playing its card.
