My question is, then why didn't Mumbai police or the doctor who declared Sushant's death, considered that it might be a case of SUSPENDED ANIMATION and try to take him to a hospital to revive him, instead of directly took him to mortuary?

Police and doctors, I guess both are forced...ab toh I am sure, kisi upar waale ka haath hai isme
