If you look at the biggest hits in India over the past few years like KGF, Pushpa, RRR, and even Pathan - they are all very hypermasculine action films. A film like Barbie probably doesn't appeal to the current film culture.

I don't know if Barbie is popular in India today. But there was a period in the nineties when Barbie was huge. As a young child, I preferred He-man action figures and Lego. I refused to buy Barbie. But sometime in fourth grade or so, all my classmates had Barbie, so I begged my parents to get me one. My younger sister had my parents get more accessories.

Oppenheimer is a three-hour-long intense film. Early reviews have said it is emotionally draining and leaves the viewer feeling zapped. It is also rated R and is not a family-friendly film.
Barbie, on the other hand, has a shorter runtime. Early reviews have called it fun and feel-good. It is also a family-friendly PG-13 movie.
Summer movies in many parts tend to be family affairs, so families and casual viewers will pick Barbie. Oppenheimer will be picked more by ardent film fans and Nolan fans.
India perhaps doesn't have a large family or casual audience. Also, I think there is a huge chunk of people who are wannabe pretentious Nolan fans who believe Barbie is beneath them. 😆
