While drinking may lead to many issues, especially in poverty-striken stressed environments, I don't think this will work. There are many crimes that go unpunished and justice turns a blind eye. Instead of clumping all driking under one category, it would be more effective to negatively reinforce drunk-driving and violence with campaigns like "If you drink, don't drive" and anti-violence ones geared at the youths. They should severely punish those that put other people life in danger, be it directly or indirectly regardless of age or status.
Salman Khan could be the poster-boy for all of those things.
