Why is minisha out but Puneets in the SR?

Really think it unfair that both got 'evicted' out of bb but minisha is the one who goes.. My question is why didn't both go into the secret room and actually isn't this deceiving the viewers they are
voting to save their favorites not voting to see who goes into the secret room!
