He was one character who appeared dumb and people were blasting him. I understood he was Durga's defense and trying to decipher the illusion he was creating for Sakshi. The moment Dayal gave deal to Dev I understood the beauty of that illusion. Sakshi thinks he wants to reopen Payal rape case, Dev wants to reach Nithya. His objective was Nithya, Sakshi interprets that as reopening of Payal rape case and does the blunder of her life by giving Dev in a gold platter to Durga.In EHT Dev's goal was right, noble, he behaved like a protagonist.Saanjh is exactly behaving like that. Ayan ka case, goal Arjun and her actions matches with her real goal. And for Saanjh that goal is not right as Arjun is a married man.
