it's actually glitter fills...here is my own way of using it...u can find many types of glitter fills like this..i usually making glitter patterns from this...

for an eg...http://dreamontoyz.com/glitterfills/stars/ani-stars1.gif

open this gif in PS...select the first frame...n go to edit and define pattern...

n then open ur pic...duplicate it...

and also duplicate the layer..

in first frame apply pattern overlay...n select the recently stored star texture..n apply

n then go to the second frame...where u select the same pattern n just change the scale..

now u will get something like this,,,
