I can only think of one rationale that is Ruhi was brought up by Goenkas and Birlas so her choice and means is different than Abhiras. It is natural that she now being dependant on Armaan might not be willing to choose expensive clothes. Also characterisewise she is shown to be down to earth and simple wheras Ruhi is all glam so thats why the difference. Her mother Akshara other than on festivals/ocassions used to wear baggy clothes too so the makers are continuing the tradition. Budget cannot be the reason when other ladies all get good wardrobe except maybe Surekha these days.

Abhira's clothes before wedding were good. They could have styled her similarly. I don't think money is an issue. There are many college goers who dress up in trendy clothes under a budget. Also wearing simple clothes is not the issue. But they dress her up like an old lady with such blingy, baggy fabric and out of fashion styles.

Ikr I agree that ultimately he meant Armaan considers her family now so will try his best to fulfill her dreams like he does with other younger family members.
