Yes, kind of.
He first met her at some exhibition where he had gone to take Shivendra back to Raankpur (that surshiv fireworks episode).
Manvendra has asthma so he he was having an attack and dropped hsi inhaler, surili helped him then and he kind of started liking her.
He has Gramophone cafe insta account on notification. They showed in episodes him going through insta account of gramophone cafe to get updates about Surili!
It was one sided.
BUt he doesn't know anything about Shivendra and Surili!

Yeah, they showed that he likes her. Especially after their first meeting. after that he was following Surili's Gramophone Cafe through a fake instagram profile.
But they've just met once so, I doubt.
