Was 'Raja Babu' the best David Dhawan film ever or it was 'Hero No. 1'

For me, its Raja Babu.

I prefer Hero No.1 to Raja Babu, but I am not sure if either would be considered David Dhawan's best film.

Shola Aur Shabnam & Coolie No. 1 are the ones that come first for me
