If someone (again Bollywood is not a monolith) thinks they can make money on your next project they will bankroll it, if not they won't. It's why yes some star kids keep getting more opportunities with flops behind them, also why outsiders like Kangana keep getting movies with flops behind her. Some producer/financier sees the potential profit for their next film and is willing to spend the time and money.
Govinda complained his projects weren't being supported anymore. But that's not because of nepotism or groupism or cronyism - it's because movies with him as a lead were no longer profitable enough to produce and distribute in comparison to other films that could be produced
That happens whether you're superstar Rajesh Khanna or the greenest newbie on the block.
