Should governments negotiate with terrorists?

USA's famous policy resonates with many western countries. However the truth is that every country negotiates with terrorists. What do you think should happen in hostage situations? Should governments have an open channel of communication with the terrorists, gauge what they want and act accordingly, or should they simply shut down all channels? What is your opinion on exchanging terrorists/prisoners for citizens?

But I thought USA, UK doesn't negotiate with terrorists

Not sure about other European countries

Some governments are indeed funding terrorists itself. You may not realise how many things are hapenning behind the closed doors and we just don't know anything about that or at least we do not have any full picture of what's goin on. Sure, all terrorism must be stopped globally. But it's just not going to happen cause it's somebody profit ;)
