  Adyatma Ramayan describes Shri Ram's birth time in these slokas

Madhu maase, sithe pakshe, Navamyaam, Karkate subhe,

Punarvas nakshathra sahithe, utchasthe graha-pamchake I

Mesahm Pooshani samprapthe, pushpavrushti samakule,

aviraasee Jagannaatha, Parama-atmaa, sanaathanaha II

During the Vasant-rutu (madhumaase means Chaithra month; in April), Sukla paksha (waxing Moon), Navami thithi (9 th day after new-moon), in Karkaataka lagna (Cancer is the ascendant) in Punarvasu star (Moon is in Punarvasu star in Cancer; so Cancer is also Indu-lagna; Cancer is own house for Moon) when 5 planets were in exaltation and when Sun was in Mesha (Aries) Bhagavan Sri Jagannaath (the Supreme Lord of Universe was born; then sweet-scented flowers rained profusely for one muhurt (duration of 12 minutes) from the sky on the castle where Shri Ram was born. The time of birth was described based on Lunar System of Vedic astrology.

Ram was the 7th avatar of Lord Vishnu, born in Treta Yuga.
The main aim of this Avatar was to kill Ravan.
Also known as Maryada Purushottam, he was a defender of the weak and the protector of the righteous. Endowed with numerous wondrous powers of the mind, He was well versed in all science, in military science as well as the science of the Self.

Ram Rajya is symbolic of the perfect administration when authority resides with God himself, ruling through a mortal body. The phrase has its origin in Lord Rama's rule in Ayodhya for eleven thousand years after the completion of the fourteen years' exile he was sentenced to by his step-mother Kaikeyi.

It is believed that when Rama ruled, his subjects feared not misfortune. They were liberated from wars, diseases, natural calamities and such. It is noted that during His reign, His people kept the doors of their houses unbolted for they had complete faith in their King who was feared by all sinners.

To quote Wikipedia, Ram Rajya is "a rare period of peace and prosperity bestowed by Him alone."
Rama, in his reigning time had perfected himself, to instill in the minds of his men a sense of duty, justice and fair conduct.

Rama Navami is celebrated with great pomp and grace in different parts of the country. People start their day with a ritualistic dips in the various sacred rivers across the country.

An idol of Rama is placed on a cradle and rocked to celebrate his birthday. Devotional hymns are sung in temples accompanied by akhanda paath or uninterrupted narration of different texts of the Ramayana.

At the end of the day grand processions called shobha yaatras follow chariots in which idols of Rama, Lakshmana and Seeta are placed. People dress up to represent Lord Rama's soldiers.

In South India, this day is also believed to be the marriage anniversary of Lord Rama and devi Seeta. Marriage rituals are performed by the temple priests to honour this belief. A sweet drink known as Panakam (made of jaggery and pepper) is also prepared.

The most important celebrations take place in Janakpurdham (Nepal), Ayodhya (Uttar Pradesh), Sita Samahit Sthal (Sitamarhi; Bihar), Bhadrachalam (Telengana), Kodandarama Temple (Vontimitta; Andhra Pradesh) and Rameswaram (Tamil Nadu).

On this auspicious day some interesting tit bits.
Rama's memory in Egypt: 

The name "Egypt" comes from the Sanskrit word Ajap, short for Ajapati, signifying Lord Rama as the secion of the clan of Aja; 
Aja was Lord Rama's grandfather. 

The Egyptian pharaohs had names like Ramses I, Ramses II, etc. because Rama was universally accepted as an ideal ruler. Ramses is also another name for Lord Rama, and the word has also become synonymous with God, as India's Lord Rama was considered an Enlightened Incarnation. 
In following Ancient India's tradition, the Egyptians considered their rulers to be incarnations of God. 
The Egyptian tradition of dividing society into different castes, such as priestly/elite caste, warrior caste, traders, merchants, laborers, agriculturists, etc, originated in India with Manu, the man who invented the caste system. 
Even the religious symbols on both the shores of the Indian Ganges River 
and Egypt's Nile River are identical: 

The Ancient Indian Scripture Mahabharata explains that Lord Parashurama killed all the ruling kings in India who were cruel, dishonest, and corrupt; 
those who were against the Vedic culture.  kings and warriors who had migrated from India due to their fear of Lord Parashurama. 

Once they settled in Egypt, 
Through many generations they started their own some little memorized  way of India's Vedic culture. It was also known that the ancient Egyptians believed 
that their entire civilization originated "across the sea in a land to the East."
