I think you are talking about Narad - who says "Narayana Narayana".. but its believed that he will gossip on purpose to create problems - am sure creating small problems to solve bigger ones.. but is that who you are referring to?

Though it would have been brilliant if ASR made his entry like that. And they could have ended the episode 😛
