No offense, but I think this is a dumb idea. How is this going to solve spamming? I agree that the 'Thank You' and the emoticon posts are somewhat useless, but I don't see this solving anything.
The more restrictions you impose on members, the less they will participate. You want people to engage in discussions, yet any topic that attempts to articulate a discussion is shut down with an instance, with negativity plastered all over it. The only threads that DO survive are the ones infested with 'Thank you's' and emoticons. People are discouraged to write posts with substance, because they don't see the point in writing such posts, when their fate is already decided.
If you want discussions with substance to flourish, than perhaps you should consider softening up the rules a little, and not restrict people further, to the point that they feel like jailbates, and not members of a forum.
I don't see this solving the problem, and that's my personal opinion. For all we know, people will start writing random crap, just to meet the 150 character mark, instead of merely writing Thank You:
"................ OMGggggggggggg.... thank youuuuuuu for this!! thank you soooooo much... you are great....thanks once agaaaaaaaain..........!"
This meets the 150 character mark, yet it has no substance whatsoever. Sometimes, only a few words are needed to get a point across, or a few words could be powerful enough to make a substantial post.
